Up to 100,000 patients with chronic illnesses could be allowed to buy their own care by being given control of 'individual health budgets', it has emerged. Those with conditions including multiple sclerosis, motor neurone disease, and severe forms of asthma and diabetes will be able to spend funds worth thousands of pounds
